The Wet inburgering 2021 in plain language

The Wet inburgering 2021 (Wi2021) has been in effect since 1 January 2022. The biggest difference from the old law: your municipality now leads the process and draws up a Plan Inburgering en Participatie (PIP) together with you, with a learning route, support, and clear goals.

What changed?

Under the old law (Wi2013), you largely arranged your own integration, with a loan from DUO. Under Wi2021, the municipality guides you from the start: they do the intake, set your learning route, and often organize (or pay for) the course, especially for asylum status holders.

The Plan Inburgering en Participatie (PIP)

The PIP is a personal plan you draw up together with your municipality. It sets out: which learning route you follow (B1-route, education route, or Z-route), what support you get, and by when you should reach your goal.

The municipality's role

Your municipality is responsible for the "brede intake" (broad intake), drawing up the PIP, and guidance throughout your entire integration process. For asylum status holders, the municipality usually also arranges and pays for the course.
